INDIA GIVE JUSTICE TO CHITTISINGHPORA VICTIMS

ਸਰਕਾਰ ਚਿੱਟੀਸਿੰਘਪੁਰਾ ਦੇ ਮਜ਼ਲੂਮਾਂ ਨੂੰ ਇਨਸਾਫ ਦੇਵੇ

President Bill Clinton was to visit India on March 24, 2000. 3 days before that 35 innocent Sikhs were killed at village Chittisinghpora, J&K. India Govt. and media claimed that it was handiwork of terrorist from across the border (i.e Pakistan). On March 25, 2000 Indian army killed 5 men at Pathribal passing them as Pakistani terrorist responsible for Chittisinghpora massacre. Local population raised agitation claiming that the Pathribal victims were in fact local people who have been killed as Pakistani. Later bodies of Pathribal victims were exhumed and army claim was found to be false. 5 mad army officers have been booked. But so for no justice has been done in case of Chittisinghpora massacre. Clinton had regretted that if he had not visited India those 35 unfortunate people would have been living today. The then Chief Minister Farooq Abdullah says that he was influenced by vested interest in Delhi not to launch judicial enquiry in the Chittisinghpora massacre. It 17 years now, the Sikhs demand from the largest democracy of the world to show magnanimity and bring the culprits to book.

ਅਮਰੀਕੀ ਰਾਸ਼ਟਰਪਤੀ ਬਿੱਲ ਕਲਿੰਟਨ 24 ਮਾਰਚ 2000 ਨੂੰ ਇੰਡੀਆ ਆਉਦਾ ਹੈ। ਉਹਦੇ ਆਉਣ ਤੋਂ ਚਾਰ ਦਿਨ ਪਹਿਲਾਂ ਕਸ਼ਮੀਰ ਦੇ ਪਿੰਡ ਚਿੱਟੀਸਿੰਘ ਪੁਰਾ ਵਿਚ ਨਿਰਦੋਸ਼ 35 ਸਿੱਖ ਮਾਰ ਦਿਤੇ ਜਾਂਦੇ ਹਨ। ਭਾਰਤ ਸਰਕਾਰ ਤੇ ਮੀਡੀਆ ਦੁਹਾਈ ਦੇ ਦਿੰਦਾ ਹੈ ਕਿ ਇਹ ਪਾਕਿਸਤਾਨੀ ਅੱਤਵਾਦੀਆਂ ਦੀ ਕਰਤੂਤ ਹੈ। 25 ਮਾਰਚ ਨੂੰ ਪਿੰਡ ਪੱਥਰੀਬਲ ਵਿਚ ਭਾਰਤੀ ਫੌਜ 5 ਮੁਸਲਮਾਨਾਂ ਨੂੰ ਮਾਰ ਦਿੰਦੀ ਹੈ ਤੇ ਕਹਿੰਦੀ ਹੈ ਕਿ ਇਹ ਓਹੋ ਪਾਕਿਸਤਾਨੀ ਅੱਤਵਾਦੀ ਹਨ ਜਿੰਨਾਂ ਚਿੱਟੀਸਿੰਘਪੁਰਾ ਦਾ ਕਾਰਾ ਕੀਤਾ ਸੀ। ਇਲਾਕੇ ਦੇ ਪੰਜ ਵਸਨੀਕ ਗਾਇਬ ਹਨ। ਦੁਹਾਈ ਮੱਚ ਜਾਂਦੀ ਹੈ ਕਿ ਪੱਥਰੀਬਲ ਵਿਖੇ ਮਾਰੇ ਗਏ 5 ਲੋਕ ਸਥਾਨਕ ਵਸਨੀਕ ਹੀ ਹਨ। ਮਿਲਟਰੀ ਕਹਿੰਦੀ ਕਿ ਨਹੀ ਉਹ ਪਾਕਿਸਤਾਨੀ ਸਨ। ਲੋਕੀਂ ਕਹਿੰਦੇ ਕਿ ਕਬਰਾਂ ‘ਚੋਂ ਲਾਸ਼ਾਂ ਪੁੱਟੋ। ਮੁਜਾਹਰਾ ਹੁੰਦਾ ਹੈ। ਪੁਲਿਸ 8 ਮੁਜਾਹਰਾਕਾਰੀ ਮਾਰ ਦਿੰਦੀ ਹੈ।ਪੂਰੇ ਕਸ਼ਮੀਰ ਵਿਚ ਤੜਥੱਲੀ ਮਚ ਜਾਂਦੀ ਹੈ। ਸਰਕਾਰ ਕਬਰਾਂ ਨੰਗੀਆਂ ਕਰਨ ਨੂੰ ਮੰਨ ਜਾਂਦੀ ਹੈ। ਲਾਸ਼ਾਂ ਪਛਾਣੀਆਂ ਗਈਆਂ। ਇਹ ਤਾਂ ਇਲਾਕੇ ਦੇ ਵਸਨੀਕ ਹੀ ਸਨ। ਖੋਜ ਪੜਤਾਲ ਹੁੰਦੀ ਹੈ। ਸਾਫ ਹੋ ਜਾਂਦਾ ਹੈ ਕਿ ਫੌਜ ਨੇ ਵੱਡਾ ਧੱਕਾ ਕਰਕੇ ਨਿਰਦੋਸ਼ ਸਥਾਨਕ ਸ਼ਹਿਰੀ ਝੂਠਾ ਮੁਕਾਬਲਾ ਬਣਾ ਕੇ ਮਾਰ ਦਿਤੇ ਜਾਂਦੇ ਹਨ। ਅਫਸਰਾਂ ਤੇ ਮੁਕੱਦਮਾ ਚਲਦਾ ਹੈ। ਦੂਸਰੇ ਪਾਸੇ ਸੀ ਬੀ ਆਈ ਚਿੱਟੀਸਿੰਘਪੁਰਾ ਕਤਲਾਮ ਦੀ ਵੀ ਪੜਤਾਲ ਵੀ ਕਰਦੀ ਹੈ।ਸ਼ੱਕ ਹੈ ਕਿ ਚਿੱਟੀਸਿੰਘਪੁਰਾ ਦਾ ਕਤਲਾਮ ਵੀ ਓਨਾਂ ਅਫਸਰਾਂ ਨੇ ਹੀ ਕੀਤਾ ਹੋਵੇਗਾ ਜਿੰਨਾਂ ਪੱਥਰੀਬਲ ਦਾ। ਸਰਕਾਰ ਸੀ ਬੀ ਆਈ ਦੀ ਰਿਪੋਰਟ ਦਬਾ ਕੇ ਬਹਿ ਜਾਂਦੀ ਹੈ। ਅਦਾਲਤ ਵਿਚ ਕੇਸ ਵੀ ਬੰਦ ਕਰ ਦਿਤਾ ਜਾਂਦਾ ਹੈ। ਮਤਲਬ ਕਿ ਜਿਹੜੇ ਪੰਜ ਮੁਸਲਮਾਨ ਮਰੇ ਸਨ ਓਨਾਂ ਨੂੰ ਤਾਂ ਇਨਸਾਫ ਮਿਲ ਜਾਂਦਾ ਹੈ, ਪਰ ਜਿਹੜੇ 35 ਮਰੇ ਸਨ ਓਨਾਂ ਦਾ ਕੋਈ ਵਾਲੀ ਵਾਰਸ ਨਹੀ। ਕਿਉਕਿ ਉਹ ਸਿੱਖ ਸਨ। ਕਿਉਕਿ ਸਿੱਖਾਂ ਦੀ ਗਿਣਤੀ ਤਾਂ ਨਿਗੂਣੀ ਜਿਹੀ ਹੈ। ਗਲ ਓਹ ਹੈ ਕਿ ਸਾਨ੍ਹਾਂ ਦੇ ਭੇੜ ਵਿਚ ਫਸਲਾਂ ਦਾ ਨਾਸ।
ਚੋਣਾਂ ਦੇ ਦਿਨ ਹਨ। ਕਿ ਕੋਈ ਪਾਰਟੀ ਮਜਲੂਮਾਂ ਦੀ ਬਾਂਹ ਫੜੇਗੀ ਤੇ ਇਨਸਾਫ ਦੀ ਮੰਗ ਕਰੇਗੀ? ਇਹ ਵਾਰਦਾਤ ਭਾਜਪਾ ਦੀ ਸਰਕਾਰ ਵੇਲੇ ਹੋਈ ਸੀ। ਜਿਸ ਕਰਕੇ ਭਾਈਵਾਲ ਅਕਾਲੀਆਂ ਤੋਂ ਤਾਂ ਉਮੀਦ ਹੀ ਨਾਂ ਰੱਖੋ। ਕੋਈ ਆਮ ਆਦਮੀ, ਕੋਈ ਕਾਗਰਸੀ ਇਹ ਸਵਾਲ ਉਠਾਏ ਜਿਵੇ ਅਕਾਲੀ, ਦਿੱਲੀ ਕਤਲਾਮ ਦੀ ਉਠਾਉਂਦੇ ਨੇ।    ਜਾਂ ਇਹ ਬੇਇਨਸਾਫੀਆਂ ਇਸ ਤਰਾਂ ਹੀ ਜਾਰੀ ਰਹਿਣਗੀਆਂ?


ਅਸੀ ਭਾਰਤ ਸਰਕਾਰ ਨੂੰ ਅਪੀਲ ਕਰਦੇ ਹਾਂ ਕਿ ਲੋਕਤੰਤਰ ਹੋਣ ਦਾ ਸਬੂਤ ਦੇਵੇ ਤੇ ਕਾਤਲਾਂ ਤੇ ਕਾਰਵਾਈ ਕਰੇ।

ਚਿੱਟੀਸਿੰਘਪੁਰਾ ਕਤਲਾਮ ਦਾ ਇਨਸਾਫ ਮਿਲੇ (ਪੰਜਾਬੀ 'ਚ ਪੜ੍ਹਨ ਲਈ ਇਥੇ ਕਲਿਕ ਕਰੋ)

1. On March 20, 2000  In village Chittisinghpora of District Anantnag, Jammu and Kashmir, 35   innocent Sikhs were killed in cold blood. The killers came in Indian Army uniform. Some of them had colour on their hands because the other day was the Hindu Holi festival of colours.
2. The Indian Govt issues statement that the militants from across the  border (Pakistan) have done it.
3. March 24, 2000- US President Bill Clinton visits India.
4. March 24, 2000-  Five citizens of area near Chittisinghpora go missing.
5. March 25, 2000 – Army kills five men at Pathribal and claims that these are the militants who killed 35 Sikhs of Chittisinghpora. Army claims that these militants came from Pakistan to kill. 
6. March 26, 2000 -Muslim population in the area launched a peaceful movement claiming that the 5 Pathribal  people killed by army were not militants from Pakistan and they were the local innocent citizens of area and Army has deliberately killed them to pass them as Pakistanis to prove their claim on Chittisingpora Massacre. They demanded that the bodies of the killed be exhumed for identification. 
7. April 3, 2000 – Thousands  of people were gathered demanding exhuming of bodies of killed 5 Pathribal people for identification. Before the procession reaches office of district administration Anant Nag police opened fire on them at Barakpora and killed 8 people.
8. There were angry protests at the State Legislative Assembly demanding legal action on police for killing of Barakpora identification of 5 bodies buried by Army.
9. Subsequently the Govt formed an enquiry commission for Barakpora killing (mind it not for Chittisinghpora massacre) 
10. Bodies of Pathribal victims were exhumed and identified and the claim of the people proved to be right. Their bodies were partially burnt so that they could not be recognised. But fortunately one body had a identity card in the partially burnt clothes and body.
11. The army refuted the claim of civilians and thus Govt agreed to get the DNA tested of the bodies. The DNA proved  that the dead bodies were indeed of the local people and not the cross border terrorist as claimed by Army.
12. As a result of equiry five army officers, Brig. Ajay Saxena, Lt. Col. Brajendra Pratap Singh, Maj. Saurabh Sinha, Maj. Amit Saxena and Subedar Idrees Khan, were named culprits. Till this date they are fighting legal battle.
13. (President Bill Clinton issues a statement that if he had not visited India those 35 people would have been living today. He also hinted the India killed those 35.)

THIS PUBLIC HUE & CRY AND SUBSEQUENT JUDICIAL ENQUIRY WAS FOR THE PATHRIBAL AND BARAKPORA KILLING AND NOT FOR CHITTISINGHPORA KILLINGS.

Reason being simple. Those killed at Chittisinghpora were Sikhs and elsewhere it were the Muslims. Thus the majority Muslim people have got the justice  for their 5 victims but not the 35 Sikhs. 

We request the Govt of world's largest democracy i.e India to show magnanimity, make the findings public and punish the culprits.
